“Young gag grouper will live in oyster reefs, estuaries and seagrass beds from Massachusetts to Cape Canaveral, Florida. The coloration of red grouper helps to distinguish this species from gag with its head and body being dark reddish brown, shading pink or reddish or even pale pink along the lower part of its body,” Nash said.

“In North Carolina, gag will typically spawn in February and have clear larvae, which then make their way into estuaries. As water temperatures start to go down in the fall, juvenile gag will migrate from estuaries to offshore hard bottom habitat and larger members of their species,” said Seward.

Seward noted that all grouper are considered protogynous intersex, “that is they start their lives as females, and a part of the population will morph, or make the change, to males as they get older. Females start to reach sexual maturity when they are about 24 inches in total length and about 3 years old.

In addition to their color, red grouper can be distinguished from gag by the sloped, straight line of their spiny dorsal fin. “The red grouper is also a protogynous intersex and females are sexually mature by the time they reach 4 years old,” Seward said.

Females typically will let go an average of 1.5 million pelagic eggs that stay at the surface for between 30-40 days before finally settling down to the bottom. “Red grouper may live to be as old as 25 years of age, with older specimens reaching a size of 32.5 inches and up to 25 pounds.

They will feed on lobster, shrimp, octopus, crabs and fish that are found close to their preferred reef habitat,” Seward said. Bottom fishing is the best way to catch gag grouper, using live bait, including squid and cigar minnows.

Use a depth finder to find deep-water rock ledges, artificial reefs and shipwrecks, a gag grouper ’s favorite hiding place. An annual shallow-water grouper spawning season closure runs Jan. 1-April 30 in federal waters off the coasts of North Carolina and South Carolina, except red grouper, for which the season remains closed until June 1.

A stock assessment update, Sedan 53, for red grouper was completed in February 2017 using data through 2015. Therefore, on Sept. 27, 2017, NFS sent a letter to the council stating that the South Atlantic red grouper stock was not making adequate progress toward rebuilding.

“For red grouper, this final rule extends the closure season formerly from January to April, to January through May of each year for the next ten years for the commercial and recreational portions off North and South Carolina, and establishes a commercial trip limit,” said Poland. This final rule establishes a commercial trip limit for red grouper harvested in the South Atlantic EEA of 200 pounds, gutted weight.

The trip limit is expected to help rebuild the red grouper stock by discouraging directed commercial fishing for the species, although it is not likely to substantially reduce the current level of commercial harvest of red grouper, according to the National Register. “The council selected a commercial trip limit that in combination with extending the spawning season cloture for red grouper off North Carolina and South Carolina would help keep down harvest numbers to help rebuild the stock,” Poland said.

Smaller fish are much lighter and have numerous dark brown or charcoal kiss-like marks along the sides. The scamp, M. final, and black grouper, M. Monaco, closely resemble the gag and often occur in the same habitat.

Gag have deeply notched properties, distinguishing them from black grouper. Spawning takes place in February off the coast of the Carolina's and in January through March in the Gulf of Mexico.

Gag may live for 26 years and grow to be 58 inches in length and weigh up to 81 pounds. Gag often congregate around rocky ledges and swim in small groups.

They are predators of round scad, sardines, porgies, snappers, grunts, crabs, shrimp and squid. The caudal (tail) and anal fins of the gag have white margins, while the black grouper does not.

Red grouper are easily recognized by their color and by the sloped, straight line of their spiny dorsal fin. Red grouper are distributed from North Carolina to Brazil, including the Gulf of Mexico and the Caribbean.

The species is most abundant along Florida's east and west coasts, and throughout the Gulf of Mexico. It inhabits ledges, crevices, and caverns of rocky limestone reefs and lower-profile, live-bottom areas in waters 10 to 40 feet deep.

The red grouper is a protogynous hermaphrodite and females are capable of reproducing at 4 years of age. Females usually release an average of 1.5 million pelagic eggs that remain at the surface for 30-40 days before settling to the bottom.

The maximum age of red grouper is 25 years, with older fish reaching a size of 32.5 inches and 25 pounds. Red grouper usually ambush their prey and swallow it hole, preferring crabs, shrimp, lobster, octopus, squid and fish that live close to reefs.

Cobra season in federal waters (3-200 miles offshore) has been closed or closed early along the eastern seaboard for the past several years due to overages in the recreational catch allowances. There may be more changes coming after the cobra stock ID assessment is completed in June and/or if East Coast cobra management is transferred from NOAA Fisheries to the Atlantic States Marine Fisheries Commission.

The road to the current season and catch regulations has been long, with several detours and a lot of potholes. The 2018 N.C. recreational cobra season opens on May 1 and is scheduled to run through December 31.

The possession limit for recreational fishermen from shore or piers is one cobra per fisherman per day. Fishermen on private recreational boats have a change in their limit during the season.

Fishermen on for-hire boats may keep one cobra per person up to a maximum of four or one per fisherman, whichever is less. Shallow water grouper is a fishery complex that includes black, gag, scamp, red, red hind, rock hind, Coney, grays by, yellow fin and yellow mouth grouper.

The shallow water grouper season reopens at 12:01 A.M. on May 1, with a 3-fish aggregate limit of all the species. Black and gag grouper have a minimum size of 24 inches total length (tip of lower jaw to end of tail) and the others have a 20-inch total length minimum size.

The proposed rule would reduce the annual catch limits for South Atlantic red grouper more than 80 percent in response to lower numbers of red grouper in the latest population assessment. The proposed rule would reduce the total and sector annual catch limits (Acts) for red grouper to allow the species to recover from overfishing.

Division of Marine Fisheries Director Steve Murphy has announced that the 2020 recreational flounder season will be Aug. 16 through Sept. 30 for internal and ocean waters of the state. The plan established the framework for a 62% reduction in southern flounder harvest (compared to 2017) in North Carolina for 2019 and a 72% reduction in harvest beginning in 2020 to be achieved through various management measures, including recreational and commercial season closures.

However, the division determined these types of seasons would likely not result in the needed recreational harvest reductions. Reductions in harvest are required because a 2019 South Atlantic Southern Flounder Stock Assessment found that southern flounder is overfished and overfishing is occurring throughout the region (North Carolina through the eastern coast of Florida).

Prior to the SMS designation process, for example, black sea bass pots were used by commercial fishermen to efficiently remove black sea bass from artificial reefs off South Carolina. At the time of the SMS designation process, the Council determined that because artificial reefs sites are small in area (because of the limited amount of suitable reef-building material), the sites are vulnerable to overexploitation by more efficient fishing gear that has the potential to result in localized depletion.

In addition, the Council wanted to enhance fishing opportunities for the recreational sector through the designation of SMS. The North Carolina Division of Marine Fisheries (NC DMF) and the South Carolina Department of Natural Resources (SC DNR) requested that the Council designate artificial reefs located in the EEA off their respective coasts as SMS.

The Council determined that the proposed actions in Regulatory Amendment 34 would enhance the fishing experience at the artificial reef sites for recreational fishermen and that would further promote the original intent of North Carolina and South Carolina for placing the artificial reefs at the sites. The purpose of Regulatory Amendment 34 and this proposed rule is to designate these sites as SMS and to restrict fishing gear that could result in high exploitation rates to reduce potential adverse biological effects to federally managed snapper- grouper species and enhance recreational fishing opportunities at these sites.

Authorized gear and harvest levels for snapper- grouper species at these new SMS would be specified to reduce potential adverse biological effects and enhance recreational fishing opportunities. The NC DMF requested that the Council designate 30 artificial reefs located in the EEA off North Carolina as SMS in a letter dated March 12, 2019.

The 30 sites are existing artificial reefs permitted by the Army Corps of Engineers. The NC DMF letter also requested that within the SMS all harvest of snapper- grouper species would be allowed only with handling, rod and reel, and spear.

There are currently 28 artificial reef sites in the EEA off South Carolina that the Council has designated as SMS. This proposed rule would designate four additional SMS off the coast of South Carolina in the EEA.

The SC DNR requested that the Council designate additional artificial reefs located in the EEA off the South Carolina as SMS in a letter dated March 1, 2019. The four additional sites are existing artificial reefs permitted by the Army Corps of Engineers.

Pursuant to section 304(b)(1)(A) of the Magnuson-Stevens Act, the NFS Assistant Administrator has determined that this proposed rule is consistent with Regulatory Amendment 34, the Snapper- Grouper FMP, the Magnuson-Stevens Act, and other applicable laws, subject to further consideration after public comment. The Chief Counsel for Regulation of the Department of Commerce certified to the Chief Counsel for Advocacy of the Small Business Administration that this proposed rule, if adopted, would not have a significant economic impact on a substantial number of small entities.

In addition, no new reporting or record keeping compliance requirements are introduced in this proposed rule. Average annual dockside revenue of the 120 permitted vessels that landed snapper- grouper in North Carolina was $42,619 (2018 dollars), and average annual dockside revenue of the 53 permitted vessels that landed snapper- grouper in South Carolina was $72,259 (2018 dollars).

Those annual averages represent the baseline revenues of the directly affected vessels. Consequently, all the estimated 128 businesses directly affected by the proposed action are classified as small.

Within the proposed SMS, all harvest of snapper- grouper species would only be allowed with handling, rod and reel, and spear. For the purpose of monitoring landings through the Coastal Logbook Program, NFS divides the South Atlantic into statistical grids that follow lines of latitude and longitude.

Because of their very small size, there is insufficient information to determine precise numbers of landings of snapper- grouper that are harvested from the proposed SMS. If the proportion of the area covered by the 30 proposed SMS off North Carolina (0.25 percent) is consistent with the proportion of snapper- grouper landings in North Carolina, then on average 2,637 lb (1,196.1 kg) gutted weight of snapper- grouper with a dockside value of $9,223 (2018 dollars) are harvested from the 30 proposed SMS annually.

That reduction represents 0.18 percent of the average annual revenue of those 120 permitted vessels. If the proportion of the area covered by the four proposed SMS off South Carolina (0.0125 percent) is consistent with the proportion of snapper- grouper landings in South Carolina, then on average 111 lb (50.3 kg) gutted weight of snapper- grouper with a dockside value of $472 (2018 dollars) is harvested annually from the combined four proposed SMS.

Everything starts to come together offshore at this time of year, and this is the month when the most radical change in fishing occurs. The cobra have started to make some appearances, but really show themselves at the middle to end of this month.

Dolphin have shown up in the Gulf Stream well, and a nice mix of gaffers and boilers are there to be had. Yahoo are providing a good bite right now, early in the morning or late in the afternoon though.

The billfish start to show up this month, but are primarily offshore until the Sailfish come in during June. Amber jacks are always there to provide a fight like no other, and can also give a great meal if you take the loins off of the top.

The snapper and sea bass provide a great fight and a fantastic meal for anyone, and they are also easily caught by all ages. The king mackerel have been biting great and are about 12 miles off the beach, so it makes for a good half a day.

IN three minutes a nice chunky black fin hit the deck to break in the guys new Seacraft. We started off with a nice red, then we jigged up about 10 speckled hinds, but they were all short.

Three more grouper came in the boat that were keepers before the day was over and it got a little sporty, so we headed back in. I just want to throw in the saw THREE Blue Marlin free jumping while we were at the stream and a Make shark, so it looks like it will be another great year for billfish.

Excellent Year Round Fishing off World Famous Hatteras Island on the Outer Banks of North Carolina We have some of the unique climate conditions in the world that make our fishing world-class year round.

The warm blue water of the Gulf Stream is only 20 miles offshore even in the middle of the winter where it collides with the cold Labrador current coming from the North. These conditions produce a mixture of sea life that is unbelievable at times.

You will see bait, birds, turtles, whales, sharks and even big game fish will be close by. This creates a Thanksgiving feast for the large pelagic predators (tuna, marlin, Yahoo, and dolphin) that we are looking for.

It is the smaller version to the Blue Marlin, but they are a blast to catch. When they come after both teasers with their peck fins lit up bright blue excitement is a guarantee.

Another great billfish that usually averages around 40 pounds but are also a challenge to hook. They have a large sail on their back, so they are super impressive when jumping.

It is not uncommon to get 3 or 4 in the spread at one time so a fire drill is usually normal procedure. We catch them from early April through December all shapes and sizes.

In the summer months we limit our (10/person), on the boilers (3 to 6 pounds) on most days. They are beautiful fish that jump and fight really hard for their size not to mention they are great table fare.

If you want to make your kids smile then take them dolphin fishing next summer. We use many techniques and lures so it's not unusual to try trolling, jigging, chunkingeven spreader bars and kite fishing to catch these elusive game fish.

Catching a Yahoo every single month of the year is definitely doable if you fish for them. They average 300 pounds in the winter months, and they literally wear you out.

We normally use heavy tackle 80s or 130s but some anglers like to try them on spinning or jigging rods with 50 – 80 pound test braided line. If you have never been live baiting for King Mackerel then you are missing out on some world-class exciting fishing.

Watching a big “Smoker” King (40 pounds) jump out of the water about 30 feet from the boat with a menhaden in his mouth will get your adrenalin pumping. You will usually encounter some other trophy fish while live baiting such as Blue Marlin, White Marlin (138 and 123 pound caught this Fall), citation Black fin, Yellow fin, and Yahoo.

These species are usually found around structures within a wreck or on some rocky bottom holding bait. Both are pretty white meat and are surprisingly good to eat.

Most of the time we cut them up as bait to catch dolphin or bottom fish. When running back inshore in the afternoon in May or June, cobra are often found on top, so we often sight cast to them to try our luck.
