By using the bookmark manager to organize your favorite internet shortcuts, getting to the website you need will be a click or two away. Click the star at the far right of the internet address bar In the window that opens, enter the name you ’d like to use for your bookmark, or leave the default name.

I would love to be proven wrong on this point, but if memory serves you would need to use I.E. if you wanted a web browser that is locked down via GPO. There are tools out there that will create an MSI by comparing a system before and after changes are made (in your case the adding of Chrome bookmarks).

Managed by your organization is a Chrome browser feature that allows organization administrators to remotely configure a browser, make changes to settings, and block them from being changed by a computer user. When this mode is activated, the “Managed by your organization” message appears in the Chrome main menu, and the user is deprived of the opportunity to enter the browser settings and make changes to them.
